Kaupo has been involved mainly in research areas related to social protection, poverty and economics. He has participated in many applied research projects as an analyst, methodologist and project manager. Earlier, he was a member of the COVID-19 coordination team at the Government Office, an expert at the international consulting firm Civitta and a senior analyst at the Praxis think tank. Kaupo has a MSc in Mathematical Economics from the University of Tartu.

A report from the Foresight Centre shows that half of Estonian residents support linking benefits to income. Need-based benefits are more favoured by older people and those with lower income, while younger age groups and parents of minor children are less supportive of them.
