Kaupo has been involved mainly in research areas related to social protection, poverty and economics. He has participated in many applied research projects as an analyst, methodologist and project manager. Earlier, he was a member of the COVID-19 coordination team at the Government Office, an expert at the international consulting firm Civitta and a senior analyst at the Praxis think tank. Kaupo has a MSc in Mathematical Economics from the University of Tartu.

A survey commissioned by the Foresight Centre revealed that people trust the police and other state institutions much less when it comes to intimate partner violence than in other situations. At the same time, those who have been directly or recently exposed to violence trust women’s support centres and Victim Support (Ohvriabi) highly.
