Kaupo Koppel
Expert of the Foresight CentreKaupo has been involved mainly in research areas related to social protection, poverty and economics. He has participated in many applied research projects as an analyst, methodologist and project manager. Earlier, he was a member of the COVID-19 coordination team at the Government Office, an expert at the international consulting firm Civitta and a senior analyst at the Praxis think tank. Kaupo has a MSc in Mathematical Economics from the University of Tartu.

According to the Foresight Centre’s new short report ‘Healthcare Workers’ Movement between Private and Public Sectors’, in other countries, healthcare workers move to private clinics because of higher salaries, but in Estonia, income earned in the public sector exceeds salaries paid in the private sector. This situation, however, is not sustainable in the long term.
