Eneli Kindsiko, PhD
Expert of the Foresight CentreEneli graduated with a PhD in Economics from the University of Tartu. She wrote her thesis on organisational control in university management. In addition to working for the Foresight Centre, Eneli also serves part-time as the Associate Professor in Qualitative Research at the University of Tartu. Her research so far has focused on challenges of higher education, research system, and academic labour market, but she has also studied topics of management, entrepreneurship, and innovation. Eneli specialises on qualitative research methods. Eneli is passionate about popularising sciences and her articles have been published in the Estonian press (Sirp, Novaator, Äripäev, and other publications).

Nearly half of the students in Estonia do not attend the primary school closest to their home and almost 60% do not go to the upper secondary school of their residence. According to the short report ‘Estonian Internal Educational Migration in General Education’ by the Foresight Centre, large-scale domestic educational migration indicates that many families are looking for higher quality education and reject the schools closest to their home.
